This Desk Review is a precis and analysis of documents related to Disaster Risk Management/Reduction (DRM/DRR) and Gender Mainstreaming; with a focus on existing policies and structures developed and RECs. Where appropriate, global best practices are also referred to.
The Desk Review provides a “lay of the land” at present, and a coherent “baseline” for RECs and the firm to further develop and “customize” during the upcoming joint World Bank-REC project.
The project aims to mainstream gender within REC DRM policies, with the final goal to create regional Gender Strategies and Action Plans (GSAPs) for DRM, that can be both owned, and promoted, by each REC respectively. A suggested GSAP Template completes this Desk Review, as well as an Annex of key materials.
