The guidelines and standards are divided into three main sections: the first section provides background information on the devolution process of DoDMA’s functions, the second section is on disaster risk reduction and the third section is on disaster response and recovery. Within each main section are subsections giving guidelines and standards for each devolved function and responsibility.
In addition to the guidelines, LAs should also make reference to current policies, frameworks and legislation on disaster risk management, including the Disaster Preparedness and Relief Act, 1991; the National Disaster Risk Management Policy, the Operation Guidelines for Disaster Risk Management, the National Disaster Risk Reduction Framework, the Disaster Risk Management Handbook and the National Disaster Risk Management Communication Strategy.
